Philip Bartlett, [Phillip¹] was born 05 November 1789 in Waterbury, Vermont. He was the son of Phillip and Lydia Bartlett.

Philip and his wife Tapher settled in Clinton County, New York, where Philip’s father had died in 1819. A year after the elder Philip died their first daughter Almira was born. Clinton county is the northernmost county bordering on Lake Champlain with Vermont on the other side of the lake. Quebec, Canada is to the north. The family lived in Saranac on the river of the same name about 17 miles west of Plattsburg which lays on the lake.

In 1841 Philip helped his step-mother apply for a Revolutionary Pension involving his father’s military service. When in his 60's Philip purchased a lot in the old military tract containing 26 2/3 acres for $77.66 in 1853. In 1866, at the age of 79, Philip and his wife sold the same property to Martin Kelly for a $222.34 profit.
