Isaac Bissell, [Thomas², John¹]was born 22 September 1682 in Windsor, Hartford County, Connecticut. He was the son of Thomas Bissell and Abigail Moore. He married Elizabeth Osborn 02 May 1706.

Isaac and Elizabeth’s children were born in Windsor. Isaac Bissell was confirmed Lieutenant in the North Company of the Trainband of Windsor in October 1722. These military bands or companies were created in England by James I and served as the town militia.

Isaac removed from Windsor to Litchfield, Connecticut when he purchased approximately 700 acres there in 1723. Isaac also owned property on North Street in Litchfield that was known as the "old red house" which was demolished circa 1857.

Isaac died 6 November 1744 at Litchfield and is buried in the West Burial Ground.

Children of Isaac Bissell and Elizabeth Osborn are:

i. Elizabeth Bissell, born 04 February 1706/07; died in Young.

ii. Isaac Bissell, Jr, born 09 March 1708/09.

iii. Abigail Bissell, born 16 January 1711/12; married Thomas Catlin.

iv. Sarah Bissell, born 03 February 1712/13 in Windsor, Hartford County CT; married James Kilbourne 12 September 1733 in Wethersfield, Hartford County CT.

v. Joel Bissell, born 01 January 1713/14.

vi. Benjamin Bissell, born 02 July 1717.

vii. Roger Bissell, born 24 March 1717/18.

viii. George Bissell, born 10 March 1719/20.

ix. Zebulon Bissell, born 1724.

x. Joseph Bissell, born 07 September 1724.
